It's one of the most common water complaints municipal customers bring up: water that tastes faintly of a swimming pool, or has a noticeable chemical smell straight out of the tap. Municipal water treatment plants add chlorine, or in some systems chloramine (a combination of chlorine and ammonia), specifically to kill bacteria, viruses, and other microorganisms before water leaves the treatment facility and travels through the distribution system to reach your home. This disinfection step is one of the genuine public health achievements of modern water treatment, and the levels used are carefully controlled and regulated. The tradeoff is that chlorine has a distinctive taste and smell, and enough of it needs to remain in the water as it travels through the pipe network to keep disinfecting the whole way to your tap, which is why it's still noticeable when the water reaches your glass.
Why does it seem to vary throughout the year? Municipalities often adjust chlorine dosing seasonally, and in warmer months, water treatment plants frequently increase chlorine levels somewhat because warmer water and warmer pipe temperatures create more favourable conditions for bacterial growth in the distribution system, requiring a bit more disinfectant to maintain the same margin of safety. This is a big part of why many households notice chlorine taste and smell more strongly in summer than in winter, even though nothing about their own plumbing has changed.
There's also a genuine difference between chlorine and chloramine in terms of taste and how easy each is to remove. Chlorine tends to dissipate somewhat if water is left standing or is boiled, and it's relatively straightforward to filter out with activated carbon. Chloramine is more stable and lingers longer, and while it's also treatable, it typically requires either a higher-quality carbon media or a longer contact time with the filter to remove effectively.
